Who is the toolkit for?

For Policy Officers

The toolkit will help you decide what types of policy you should consider as a result of the Climate Change PPS and which you could consider if your local authority is more proactive – the Policy Context section will give you background on this topic. It provides you with a route map for each policy objective and describes all of the tasks to be undertaken in developing a robust evidence base to support them. In addition, and where appropriate, the toolkit provides a modular model brief which you can use to commission external consultants to help you with some of the more complex or time-consuming tasks associated with the creation of a robust evidence base.

For Development Management Officers

The toolkit will inform your discussions with colleagues when examining the allocation of sites and development of site briefs and will assist in your discussions with applicants submitting for planning permission. It will also provide context to inform the setting of conditions and allow you to be informed about the kinds of policies your colleagues are likely to be developing.

For Elected Members and other Officers

For you, the toolkit will provide some context around the issues of sustainable energy and climate change adaptation and the sort of policies likely to be drafted as a response to the Climate Change PPS. There is a considerable amount of detail within the toolkit particularly around how to create a robust evidence base to support policy and you are able to use this information as much or as sparingly as you wish.
