What planning policy to consider

The 'shoulds and coulds' diagram below sets out the requirements and opportunities for planning for energy and climate change adaptation as set out in the Climate Change PPS.

We say 'should' and 'could' because some of the elements are required by the PPS whilst others are optional ("allowed").

By following the process users will ensure that they address all parts of the PPS and, by so doing, develop sound policies and targets. Users are urged to consider all options, and not just to focus on the required ones. Ignoring optional elements may not necessarily reduce the effort required in preparing policies and targets.
