Model briefs
The model brief is provided as a basis for commissioning consultants to support you in developing the evidence base for a number of the policy objectives listed in the toolkit. Currently, briefs are provided only for the sustainable energy policy objectives and only for those which might require the assistance of a consultant.
The model brief has been designed to be modular. You can select which elements of any particular policy objective you want to commission a consultant to undertake and issue the model brief.
You should ensure that the technical aspects of the brief which are provided here are accompanied by any usual contract issue clauses which your authority requires to be used for such tenders. You should also note that where you are planning to do some of the work for a particular policy objective yourself, you will need to ensure that you agree with the selected consultant how you will deal with issues of compatibility for your data and outputs.
Every task in the policy objectives has been given a star rating which indicates the likely level of complexity and resource intensity of the task. You should use this as a guide to help you decide whether you have the necessary in-house expertise and time to undertake each piece of work.
