Development management

The role of Development Management is broad and encompasses a full range of activities from informing site allocations to ensuring planning conditions are adequately discharged.

The information provided within this section focuses on DM’s role as it applies to the delivery of policies in support of the Climate Change PPS as this is a material consideration in the determination of planning applications. In this context, the information is divided into the following section

Information and applications
  • Validation checklists
  • Energy information that could be requested in applications
Assessing applications
  • Material considerations
  • Deciding if policy has been met
Feasibility
  • Issues affecting technical feasibility and suitability for a site
Viability
  • Factors affecting financial viability
Enforcement and conditions
  • Planning obligations, conditions and other enforcement mechanisms
Monitoring and review
  • Monitoring applications
  • Monitoring installation of technologies and compliance with conditions
  • Measuring renewable and low carbon energy output

It may also be useful for DM officers to consider the information in the policy context, principles of an evidence base and translating evidence into policy sections of the toolkit. It goes without saying that you should be familiar with the policies in place around decentralised and renewable or low carbon energy (DRLC) and the toolkit puts forward a number of policy objectives which a local authority might wish to consider. Take a look a the Policy Objectives section for background information, however, it might be more beneficial for you to talk directly to your planning officer colleagues to understand exactly which of these they are considering / have developed.

Training is available to help you in understanding the issues brought about by the Climate Change PPS in the context of development management. See Get Some Training for more information.

Below is a summary of the development management process and the key intervention
opportunities.

This section of the toolkit will guide you through a range of issues which should be considered at the various stages of a project's development.
